Job Dimension

The service holder is responsible, within and for the SURF Package team, in close coordination with the Budget & Cost Control Leader and under SURF Control Leader's responsibility, for all the activities related to the Budget and Cost Control of the SURF package. The service holder is entitled to comply with rules and requirements of Project Control team and shall liaise and coordinate specifically with the Budget & Cost Control Leader from this team (functional link).

As such, the service holder is responsible for:

  • SURF Budget and Cost Control structure maintenance according to rules and procedures and Project needs;
  • SURF Budget development and update, SURF Life of Project (LOP) Budget, deduced Annual Budgets, and Estimated Final Cost (EFC);
  • SURF Cost Control and related reporting activities: follow-up of commitments (initial commitment and change orders) and of actual costs (invoicing process and expenditures);
  • Comparison of SURF actual costs to SURF LOP / Annual budgets, analysis of drifts and reporting.

The service holder is also entitled for bringing an active support to SURF Control Leader and SURF Management with regards to Budget and Cost Control. She/He will be the focal point for these Budget and Cost Control matters from both Contractor(s) and SURF members.

The service holder will have to liaise actively with Project Control team but also may have to liaise, as requested, with TEPA Accounting Dept. The service holder shall observe strict confidentiality in the performance of the duties. The service holder reports hierarchically to the SURF Control Leader and functionally to the Budget & Cost Control Leader.


  • To adopt and demonstrate an exemplary behavior with regard to HSSE and to implement

  • HSSE rules and requirements within the area of responsibility.

  • To be informed of Company Rules and Specifications (CR's/GS's), Corporate, TEPA and

  • Project procedures related Budget and Cost Control for application to the activities.

  • To participate, as needed, in the set-up and maintenance of budget and cost control procedures, means and tools. To develop, at SURF Package level, specific instruction(s) wrt budget and cost control, as necessary.
  • To implement and maintain the SURF budget and cost reporting structure.
  • To prepare the various SURF budgets and successive updates (LOP; Annual Budgets) with inputs from the SURF Package team, during periodic budget sessions.
  • To provide input into the UNISUP System and:
    • Control the Budget availability prior each firm commitment, inform the SURF Management on potential overruns;
    • Create accordingly, the PR, PO, Contracts (and Call-off) for the SURF external services;
    • Process SURF invoices in accordance with the existing procedures and contracts;
    • Record and control into the UNISUP system the performances on commitments, relevant accruals, updated payment schedules, invoices, and cost control issues as required;
    • Highlight any trend and elements that may contribute to a deviation to the agreed consolidated SURF budgets;
    • Participate as quality control in the Delegation of Authority process;
    • Update and maintain the SURF Estimated Final Cost (EFC) accordingly;
    • Close out in UNISUP the commitments according to accounting and SOX procedures.

  • To participate in the preparation of the SURF Monthly Cost Report highlighting costs trends and drifts, propose corrective measures or actions and participates in the preparation of the SURF Monthly Report. To participate in the Progress Work Statement review meetings and to closely work with the SURF Planning & Reporting Leader.
  • To liaise, as requested, with TEPA Finance Department and SURF CONTRACTOR for all matters related to cost and accounting as required (invoice processing and payment, payment claims and disputes...).
  • To timely report to the SURF Control Leader and highlighting achieved progress and about any area of concern or problem encountered.
  • To report functionally to the Budget & Cost Control Leader in accordance with Métier's issues relating to Budget & Cost Control and in accordance with TEPA/DF schedules.

  • In general, to liaise and coordinate actively with the Project Control team, and specifically with the Budget & Cost Control Leader, from whom he/she shall comply with rules and requirements (functional link).

  • To observe and impose strict confidentiality in the performance of the duties and specifically with regards to information related to Budget & Cost Control, all along the course of the Project.
  • To gather 'lessons learnt' wrt to IS/IT matters and to provide feedback to other TOTAL E&P entities as required.

  • The activities relating to a Work Package Budget and Cost Control are not limited to the above listed activities. By definition, scopes of works on Projects are mainly non recurrent and during some phases of the Project, the Service requested to the Holder may request flexibility for collaborating to various tasks in order to adapt to the SoW, new procedures and tools.

    Any initiative for an enhanced technicality within the frame of Project Cost Engineering and Project Cost Controlling profession is a plus.

    • Professional Experience (years): 7-15
    • Experience in similar position (years): +/- 5
    • Level / Diploma: Engineer, or equivalent in related domain;
    • Languages: English mandatory. Portuguese would be a plus.
