The PC&C Manager is responsible for ensuring that all PC&C activities are executed safely and in accordance with the contractual requirements, quality standards, the budgets allocated, the schedules and rules in line with PC&C methodology and procedures developed during the preparation phase.

As per contract requirements, he / she will :

  • Reach the Mechanical Completion step and ensure that Units are constructed / pre-commissioned and tested according design, drawings and specifications.
  • Realise the commissioning activities and provide the handover of documentations.
  • Supervises, advice and assist the right preparation and implementation of activities of Start-Up.


The main responsibilities of the PC&C Manager included (non-exhaustive list):

  • Organize, plan, and manage the execution of the PC&C activities (as required by contract) with respect to the company, client rules and secure availability of the adequate resources.

Depending on the contract scheme, he / she shall manage as well:

  • Training of Client's future operators.
  • Start-up and operation of the facilities.
  • Performance tests.
  • Provisional Acceptance of Facilities after performance tests execution.

  • Reaching project objectives and milestones, mainly "Mechanical Completion" (MC) or "Readiness for Start-up of the Facilities" (RFSU) or other specific contractual milestones.
  • Management of PC&C team promoting safety & quality to all personnel within his organization.
  • Management of all documents necessary for commissioning.
  • Organization of the work and Staffing of the PC&C team in order to meet the project budget and the schedule requirements.
  • Ensure timely availability of all temporary equipment necessary for PC&C activities.
  • Participation in the preparation of the site weekly and monthly reports as required.
  • Mobilization and follow-up of the vendors representatives as necessary for the due performance of the PC&C and Start-up activities.
  • Coordination of the interfaces all along the project with the Handover and Completion Manager to insure a smooth transfer of the plant by systems from Construction team first to PC&C team and then from PC&C team to the Client by promoting the integration of the future operators to insure a smooth transfer of care and custody at due time as per contract.


  • Preparation of the Project feedback report related to commissioning aspects.
  • Elaboration of the Project Close-out report (historical).

Depending of the Contract, PC&C Manager could be in charge of the Client's Personnel Training. PC&C Manager could give assistance to the Client for the coordination of the Client's personnel training execution at Site: recruitment, basic industrial training, specific theoretical training, specific industrial training with the assistance of external organization / Vendors, On-The-Job training on the field, at workstation and trainees assessment. Operator Training Simulator (OTS) shall also be organized as required per contract.

If the Handover and Completion Manager is not present in the organization, this task will be insured by the PC&C Manager. It consist in defining and applying the handover process consistently with the project procedures and managing the issue of the related documentation. These responsibilities include the compilation and checking of the Handover documents, the coordination of the completion process between the different phases, the consolidation of Completion reports in coordination with disciplines. He / she will participate also together with the site Quality Manager and the site document controller, to the build-up of the Handover files. He / she is responsible to manage the Quality Control Forms generated by the Completion Management System, as well as the input of signed-off reports / records. With his / her team, he / she monitors and follows up the clearance of the punch lists of construction, pre-commissioning and commissioning, as well as the exception item lists.

Qualifications Required

Experience in pharmaceutical and / or construction projects

Good skills in Primavera, PDMS and MS Project

Languages : French and English
