MARINE OPERATIONS LEAD SERVICE

Job Dimension

The service holder will be responsible, under FOSC & Integration Leader's responsibility, for all engineering activities related to the Marine Operations for the Project.
  • During the Detailed Engineering phase of the Project, the service holder will work in close liaison with the Hull team and challenge the design proposed by the Contractor, in order to guarantee a safe, reliable, maintainable operation of the hull equipments, systems and tanks. The service holder will highlight any points that may lead to concerns during operations of marine systems, offloading, tank inspection, etc... or deviate from availability and reliability targets. He will actively participate in resolution of the design concerns with FPSO and Contractor engineering teams.
  • The service holder will timely review and comment all technical documents linked to the hull equipment and systems produced by the EPSCC Contractors. He / she will also timely provide his inputs to the marine related documents produced by the FOS Contractor, in order to ensure consistency between design and operations. He / she will participate to workshops related to marine and logistics activities
  • The service holder will follow the conversion of the two FPSOs, providing his inputs to maximize operability, accessibility and maintainability of the marine equipments and systems. All his inputs shall also be driven towards safety of future operating personal. Eventually, the service holder will provide his tanker operator experience to follow-up commissioning and start-up activities, with his / her mind set to meet First-Oil targets according to schedule.
  • The Service Holder will assist in defining / gathering Marine Company Rules, in defining Marine Operation Referential for the Project and for application to all vessels operating in the Block 32 area, and specifically in the area of the fields of the project.
  • He / she will assist in defining all necessary marine procedures and instructions for use on Site (including but not limited to arrival and pilotage of tankers, mooring, unmooring, departure, anti-collision, storage and offloading, tank inspection...).
  • The service holder will participate to the selection of naval means to be used on the site and will ensure that all vessels that will intervene for the Project have been duly inspected and comply with International, National and Company rules.
  • The service holder will be mobilized offshore as often as marine operations will require. He / she will ensure technical support and act as advisor to his perimeter's stakeholders in regards to vessels operations at SITE, including, but not limited to, cargo movements by supply vessels, tanker vessels mooring and unmooring phases, etc. In this regard, he / she will keep a constant contact with TEPA Marine Operations Manager.
  • The service holder will liaise and interface with the Logistic Leader as well as with all concerned and related TEPA departments (DT/LOG, TEPA/DHSAP). He / she will also ensure the management of interfaces related to its domain of responsibility.
  • The service holder reports to the FOSC & Integration Leader, highlighting concerns encountered during the performance of his duties.
  • The service holder is also accountable for demonstrating an exemplary behaviour with regard to H3SE rules & requirements and for implementing H3SE rules within his area of responsibility.



Activities

  • To adopt and demonstrate an exemplary behaviour with regard to H3SE, respect the Project
  • H3SE requirements and ensure application of H3SSE rules within his area of responsibility.
  • To anticipate all safety issues that could surface during Marine Operations, in order to inject a remedial solution into the design
  • To be informed of Marine Operation Company Rules and Specifications (GS's/GR's), TEPA referential, international norms and standards, taking knowledge from them to application to the Project.
  • To review the design proposed by the Contractor during Detailed Engineering, in order to


  • guarantee a safe, reliable, maintainable operation of the all systems pertaining to the hull,
    highlights any points that may lead to concerns during operations or deviate from availability and reliability targets, and actively participate in resolution of the design concerns with FPSO and Contractor engineering teams.
  • To timely review all technical documents relevant to the Hull, issued by EPSCC Contractor


  • and provide inputs to the marine related documents produced by the FOS Contractor, in
    order to ensure consistency between design and operations.
  • To follow the conversion of the two FPSOs, providing inputs to maximize operability, accessibility and maintainability of the marine equipments and systems.
  • To follow-up commissioning and start-up activities, keeping focus on First-Oil targets according to schedule.
  • To assist in development of Marine Operation referential for the project, by selection of GS applicable and development of specific specifications, procedures and/or instructions as required.
  • To participate in the selection of naval means to be used on the Site and to ensure that all vessels that will intervene for the Project have been duly inspected and comply with International, National and Company rules. May participate to inspections as witness body.
  • To participate in the management of all technical interfaces related to his domain of activities, in liaison with other packages and FOS Contractor as necessary.
  • To ensure technical support and act as advisor to his perimeter's stakeholders in regards to vessels operations at SITE, including, but not limited to, cargo movements by supply vessels, tanker vessels mooring and unmooring phases, etc. In this regard, he will keep a constant contact with TEPA Marine Operations Manager.
  • To ensure liaison and interface with the Logistic Leader and TEP Angola concerned departments (mainly DT/LOG) for all activities related to Marine Operations.
  • To ensure confidentiality of the related documentation produced (whatever its support).
  • To ensure adequate and timely reporting to the FOSC & Integration Leader (progress, concerns).
  • To gather 'lessons learnt' and provide feedback to the FOSC & Integration Leader as required.





  • Required profile

    • Professional Experience (years): 10-20
    • Experience in similar position (years): +/- 5.
    • Level / Diploma: Engineer, STCW 95 Class 1 unlimited licence (oil endorsement)
    • Languages: English mandatory
    • Certificate(s): T-BOSIET or HUET+BST
    • Training STCW 95 Class 1 unlimited license (formation Captain)
    • Experience of terminal operations on FPSO/FSO - oil or gas/LNG - (or eventually onshore storage tank farm with offloading's to ship - during production)
    • Experience of officer (at least second officer) on Tanker (oil - chemical - gas/LNG)
