Job Dimension

1/ HSE
Methods support
  • To contribute to meet Hygiene and Health preservation, Safety and respect for Environment (HSE) objectives in conformity with the Global HSE objectives
  • To contribute to raising the standards of Logistics by ensuring that employees, contractors and others are sufficiently informed, instructed and trained on their knowledge, use and implementation of the HSE Management System
  • To develop, maintain and update the Logistics HSE Management System, including the Logistics Operational Procedures to support the Integrated Logistics Offers.
  • Ensure compliance of logistics activities and contractors with HSE national and international legislation
  • To provide support in the HSE selection evaluations and audits of Logistics suppliers, and during each phase of a project from bidding to deployment / execution phases.
  • To adapt HSE and Logistics Operational Procedures to clients requirements and proposed strategy. When available, propose technical optimization to clients operational standards and requirements based on technical and HSE analysis
  • To review and bridge the Logistics suppliers operational procedures in order to match Logistics O&G international standards and include them in technical proposals
  • Monitor changes in HSE laws and regulations and regulatory requirements in operating countries
  • To develop and Suppliers personnel HSE training plans, minimum qualifications and competencies requirements based on HSE management system and international O&G rules, regulation and best practices.
  • To develop Logistics Department internal procedures
  • Keeps the HSE improvement plan updated; tracks actions and organizes regular reviews and workshops for continuous improvement of HSE Management System
  • Keeps the HSE training database updated, and takes part to the implementation of the HSE training program.

Operational support
  • Takes part to the establishment and implementation of the Emergency Response Plans and procedures for the different worksites
  • When required, participate actively in the start-up phase of a project, ensuring that all procedures and HSE requirements are well implemented.
  • For each operation, ensure there is fit-for-purpose HSE Management System of Logistics, rules, specifications, procedures implementation and maintenance suitable in the context of the operations in the country and in compliance with the Group management system and with international and local laws, regulations and statutory requirements regarding HSE matters
  • To provide support to department and/or co-ordinates inputs from the various assets and technical divisions/departments in the implementation of the new/up dated HSE-MS procedures in the various assets.
  • Prepares or collects, and issues the Safety Feedback Notices subsequent to incidents; takes part in the analysis of High Potential incidents e.g. Cause Tree Analysis
  • To provide assurance through reviews and audits that the Logistics HSE Management System is functioning effectively

2/ LIFTING
Methods support
  • To Develop Logistics Lifting Management System as per International standards and Oil & Gas best practices and the associated Logistics Operational Procedures to support the Integrated Logistics Offers. Ensure that procedures are well understood and deployed on site.
  • To review and bridge the Logistics suppliers operational procedures in order to match Logistics O&G international standards and include them in technical proposals.
  • To analyze the gap between the local regulations and the international regulations, and consequently defines those applicable for a particular project
  • To adapt Lifting and Logistics Operational Procedures to clients requirements and proposed strategy. When available, propose technical optimization to clients operational standards and requirements based on technical analysis
  • Review the cost effectiveness of the selection method for lifting equipment and standard maintenance, proposes improvements;
  • To develop and Suppliers personnel Lifting & Handling training plans, minimum qualifications and competencies requirements based on Lifting Management System and international O&G rules, regulation and best practices.

Operational support
  • To provide support in the selection evaluations and audits of
  • Logistics Lifting & Handling suppliers, and during each phase of a project from bidding to deployment / execution phases.
  • To provide assurance through reviews and audits that the Lifting Management System is functioning effectively. Assess lifting & handling organization in projects and proposes improvements. Undertake periodic reviews / audits as required particularly focusing upon the higher risk activities
  • When required, participate actively in the start-up phase of a project, ensuring that all procedures and HSE requirements are well implemented, preparing and supervising lifting operations when necessary.
  • Line reporting and functional linkage
  • Missions abroad and/or short term deployment when necessary
  • Work within the Logistics department located in Marseille
  • Report to the Logistics Services Manager





Qualifications Required

Key skills
Specific competencies:
  • Writing skills and Procedures development is a must

HSE:
  • Strong knowledge of HSE Management Systems international standards (ISO. OSHAS)
  • Recognized experience in writing reference documents: procedures, instructions, specifications, SFN and Reports
  • The job holder must have natural competencies in training personnel

Lifting:
  • The job holder must be expert of E&P Lifting Policies, regulations and O&G best practices
  • The job holder must have knowledge of all types of cranes (e.g. crawler, mobile crane with outriggers & pedestal, barge crane) and lifting operations that can occur in E&P operations
  • The job holder must have natural competencies in training personnel
  • Knowledge of all aspects of lifting engineering including such items as onshore and offshore load charts, effects of ground bearing capacity, barge stability.
  • The ability to prepare (or check) lifting engineering calculations and risk assessments.
  • Hold appropriate technical qualification(s) and have sufficient practical experience to demonstrate technical competence.

  • Experience
  • Experienced engineer with general knowledge or the technical aspects of E&P and a knowledge of organizational HSE Management Systems
  • Work experience of 7 to 10 years minimum (HSE, Lifting, Production, Drilling, Construction, Engineering, Commissioning)
  • Experience in Field Operations supervision (optional)
