The Foundations Supply Package Manager is a key role within the Offshore Renewables Business, focussing on the delivery of large-scale offshore wind projects in the UK, Europe and overseas.
Belonging to the Offshore Operations team and reporting to a Department Manager or Principal Engineer, this role will be responsible for implementing robust and cost effective engineering strategies and plans, tendering, negotiating and managing offshore supply, installation and maintenance contracts, planning and implementing delivery sites and logistics, complying with company and business engineering standards and technical acceptance criteria, and ensuring quality, best practices and excellent H&SE performance are applied. The candidate will be managing engineering activities and decisions across the offshore business, but with focus on a particular project. The role will be responsible for managing small teams.

  • Package Manager for the Foundation design and supply package for Saint Brieuc project, providing key leadership, assessment and recommendations to ensure delivery of a multi-contract package within time, to budget and quality following industry best practice and observing the maximum respect for Health, Safety and the Environment to ensure regulatory and legal compliance.
  • Project management of one or more foundation fabrication contracts, with overall responsibility for programme, budget and quality matters on the contract(s) with the assistance of other project managers under his/her management.
  • Project management as above of one or more free issue equipment contracts, for example, davit crane supply.
  • Responsibility for ensuring that the foundations are delivered in accordance with the design, via close liaison with the Design management team in the Foundations department.
  • Management of change, including taking a leading in negotiating and minimising the commercial and programme impact of variations to the contract(s)
  • Management, organisation and leadership of the package team, which will include project managers, commercial managers and project engineers. This team will potentially comprise employees working within a number of countries throughout Europe and the USA and the package manager will need to ensure that competencies are maintained (or enhanced) under the guidance and support of respective line managers.
  • Maintenance of the package organisation chart, including the assignment of appropriate resources.
  • Reporting of key matters to senior project managers and business directors.
  • Presentation of key updates at regular intervals to a wide audience.
  • Acting as the named Engineer under FIDIC type contracts
  • Responsible for resolving major technical and commercial matters on the package as a key decision maker.
  • Maintenance and communication of package risk register.
  • Ensure that cost effective technical solutions are identified, fully evaluated and the risk profile is fully understood by the project.
  • Ensure that all assessment, advice and recommendations are fully documented in accordance with all internal procedures and industry best practice, and that sufficient technical and commercial due diligence (whether internal or external) exists to support those business decisions.
  • Ensure that health and safety and environmental requirements are fully considered and adhered to in design to ensure compliance with legislation and industry best practice.
  • Maintain full awareness of the latest technical and commercial developments and identify suitable new technology that has the potential to reduce cost and risk, or improve safety.
  • Implement offshore standards, procedures, tools, best practices and quality requirements for the package to ensure delivery according to specification, budget and programme without compromising safety.
  • Ensure that appropriate lessons learnt regarding offshore wind farm development and construction are captured and shared across the different Offshore Project work packages. Collaborate with the Principal Engineer to ensure that the engineering team implements these lessons to enhance business value.

Required profile

Skills, knowledge and experience
  • Proven and significant experience of project managing large scale infrastructure projects, with responsibility for the management of contracts in excess of €100m.
  • Significant experience of procuring and managing construction contracts, utilising standard forms such as FIDIC.
  • Significant experience of programme management and risk control.
  • Knowledge and experience of the design of large scale civil engineering structures (offshore preferable)
  • Excellent knowledge of industry codes and standards and offshore regulations.
  • Excellent knowledge and experience of health and safety and environmental legislation associated with construction projects.
  • Significant experience of managing teams.
  • Educated to degree level in a relevant engineering discipline.
  • Minimum 10 years of postgraduate experience in industry.
  • Preferable: achieved Chartered status in Civil or Structural Engineering, or an equivalent project management qualification.
  • Pro-active and diligent approach.
  • Substantial experience in dealing with health and safety and environmental legislation associated with construction, marine and offshore projects.
  • High degree of competency in future planning.
  • Excellent relationship management skills and confidence working with Senior Management.
  • Proven communication and interpersonal skills. Ability to evaluate evidence and make key decisions.
  • Excellent report writing, presentation skills and ability to summarize key parameters and drivers impacting the package.
  • Ability to work under pressure and to tight deadlines.
  • Excellent planning and analysis skills with the ability to look forward and see / anticipate problems and thereafter plan and implements mitigating solutions to negate the effect of such problems.

Planning & Orgainising:
  • Manage and resolve a range of technical/engineering issues within key packages on a day to day basis.
  • At short notice, act upon problems and ad-hoc projects without losing focus on major ongoing workload.
  • Ability to manage complex packages which require interface and precise coordination with multiple disciplines (structures, turbines, electrical cables, offshore substations, ports, vessels).
  • Ability to manage people at multiple international projects and sites.
  • Advise Principal Engineer or Discipline Manager on the impact of technical/specialist risks and issues, and the viability of solutions recommended.
  • Balance technical detail with commercial needs and provide recommendations, taking into account all relevant risks.

Internal & External relationships:

  • Accountable to the Principal Engineer (Department Manager of Foundations discipline)
  • Coordinate support and key expertise from Disciplines (electrical, civil, mechanical, etc.) to ensure technical compliance of package to minimise costs/ risks.
  • Collaborate with the Technical Services Team to secure key knowledge inputs for application within packages/ contracts to secure best practice and value from investments.
  • Lead and instruct Engineers to deliver key packages for the project.
  • Collaborate with Lead and Senior managers in O&M to ensure requirements are specified and delivered and assets are effectively transferred into operation to deliver business returns.
  • Collaborate with Head of Delivery for effective and efficient deployment of resources and knowledge development/ retention.
  • Collaborate with Contract Managers for procurement of key contracts and terms/ specification to secure best value and minimise costs/ risks.
  • Coordinate with Senior HSQE advisors to comply with standards and minimise legal/ regulatory risks.

  • Management of key suppliers to ensure key package / contract delivery.
  • Collaboration with Partners aligning investment plans, sharing knowledge and best practice and delivering joint venture key packages.

Minimum criteria:
  • Fluent in French and English.
  • Excellent communication and interpersonal skills.
  • Educated to Degree level in Civil or Structural Engineering.
  • Minimum 10 years of postgraduate experience.
  • Chartered Engineer or equivalent professional status.
  • Substantial experience in a relevant field (offshore wind or oil and gas preferable).
  • IT literate with the ability to operate MS Office systems and other IT based project management software.
  • Comprehensive knowledge of health, safety and environmental legislation associated with offshore/marine construction projects.
  • Comprehensive knowledge of engineering procedures, standards and guidance.
  • Significant experience of leading highly skilled teams.
  • Significant experience of managing large contracts (circa €100m).
  • Ability to work independently and in a team environment.
  • Flexible to travel around Europe.
