PLANNER / SCHEDULING AND PLANNING SUPPORT

Tasks:

The Contractor shall provide contribution to the TSS and OPS Project Managers as part of the coordinated Project Management Support Office (PMSO) in the following tasks:

• Preparation of the Project Charter (Project Opening Form)

• Preparation of dedicated Project Baseline, Project Breakdown Structures and the associated Project Management Plan (PMP). The PMP contains, inter alia:

• The Project development logic (Project lifecycle) including the interrelation with its related Programme and/or with other Upgrade Projects.

• The Project Phases and planning, including the definition of the objectives for the major Project Quality Gates

• The management processes to be implemented during the Project lifecycle

• The product tree, if applicable

• The Work Breakdown Structure (WBS) and associated Work Package (WP) descriptions, including the estimated effort and time scale required to perform the WP when applicable

• The resources (human and non-human) allocated to each WBS element of the Project

• The Key Performance Indicators to be used to monitor and control the progress of the Project

• The Project schedule up to hand over to the related Programmes (still in Phase C/D) or to the Operational Readiness Review of Upgrade Projects, including the identification of the Critical Path and schedule indicators

• The PMP relies on the existing TSS and OPS management arrangements, guidelines and processes, the inputs provided by the Company Management System and the lessons learnt drawn from previous implementations.

During the execution of the project:

• Update and maintenance of the project baseline and associated PMP

• Maintenance of an Action Item List

• Management of Project risks and associated mitigation actions

• Preparation of synthesised progress reports for internal and external purposes

• Preparation of presentations for internal and external purposes, attending the relevant Project progress meetings (including Project Board Meetings) and documenting and tracking the decisions and actions discussed and agreed

• Preparation of Project Quality Gates from a management standpoint, as well as the organization of dedicated progress meetings and key checkpoints.

• Preparation and maintenance of the Project Schedule and Schedule monitoring tools and indicators

• Preparation of the Project closure activities, including a dedicated Lessons Learnt exercise

Scheduling and planning support for the Technical and Scientific Support (TSS) Department:

• The contribution of the Contractor shall focus on the set-up and maintenance of the TSS planning and schedules as well as the implementation of related scheduling and reporting processes. The tasks of the Contractor will typically include:

• Set-up and maintenance of planning and schedules for the TSS projects and activities.

• Preparation and tracking of planning (multi-mission infrastructure, products and services, projects etc...) and schedules across the TSS Department including maintenance/evolution of ground segment systems, operational projects and development/evolution of observational products related activities.

• Assist team leaders in the planning of projects and resources and generate reporting on resource usage/availability;

Support to and participation in schedule review meetings with relevant TSS teams:

• organise the weekly planning/scheduling meetings;

• provide planning for management meetings;

• support reporting reviews, actions and recommendations;

• distribution of plans and schedules internally.

• Documentation and analysis of schedule assumptions, modifications, deviations, risks, critical path and milestone trend evolution.

• Identification and monitoring of interdependencies between projects and activities across the portfolio of projects and activities, ensuring that all schedule conflicts are identified and resolved;

• Maintenance of the schedule documentation and update of a multi-projects planning database.

• Update and maintenance of schedule trackers, metrics and performance indicators.

• Preparation and production of reports - monthly progress report, technical reports - as necessary

Process support to the maintenance and improvement of Project Management and Scheduling practices and coordination with other supporting entities:

• The Contractor shall coordinate the execution of some of the tasks with other involved supporting entities such as the Project Control or Quality Assurance teams. The Contractor shall also collaborate with the Quality Assurance team in the execution of the following tasks:

• Participate in the review and maintenance of the Project Management and Scheduling processes guidelines, templates and indicators, based on the gathered experience applying them in the projects and departmental activities.

• Support the definition, production and improvement of departmental dashboards and KPIs (Key Performance Indicators), providing a preliminary analysis of the results.

• Gather specific Project information for a later process analysis at departmental level and for the implementation of departmental processes such as Risk Management or Lessons Learnt.


Required profile:

Each proposed Key Person providing the "Scheduling and Planning" contribution shall have:

• At least 3 years proven hands-on experience in project planning, scheduling, monitoring and control for complex/large system programmes or multi-project environment,;

• Expert level usage of Microsoft Project (or similar project scheduling/planning and management tools)
