Nuclear Safeguards Subject Matter


Ensure that safeguards and security operations are performed in a way that ensures accomplishment of the Nuclear Security Directives' mission in an efficient, effective, and secure manner.


  • Provide technical and policy expertise to Division programs in areas related nuclear security and nonproliferation of nuclear-related technologies.
  • Develop principles, theory, and application of Directives and government safeguards and security orders, regulations, and survey techniques sufficient to assist in the examination and evaluation of security of classified documents, material, and information.
  • Prepare and contribute to technical analyses and reports on technologies and activities of proliferation and security concern such as proliferation potential of nuclear fuel cycle facilities and international transfers of certain materials, equipment, and technologies
  • Provide project management and technical expertise in support of programs and projects associated with WMD nonproliferation, including trainings/meetings
  • Provide support in the development of strategies, plans and approaches designed to address safeguard obligations.
  • Provide support in the analysis, including the cost benefits and long-term sustainability expectations of the sponsors
  • Provide support in the development of project work plans and budgets necessary to implement safeguard goals and objectives.
  • Perform both technical and administrative supervision over complex work and is responsible for assigning and reviewing work, training, developing, and mentoring staff, developing, and accessing performance, recognizing accomplishments and counseling staff members on conduct and performance issues.
  • Oversee the field security operations information technology/cyber security planning processes
  • Develop and implement a plan of action to resolve identified issues.
  • Led the preparation of safeguards and security guidance, reports and publications intended for senior executive level approval.
  • Planned, performed, and prepared written reports on activities relating to the implementation, oversight, and assessment of safeguards and security programs.


  • Minimum of MS degree in management or related technical field with senior experience working on energy programs and sites
  • Knowledge of science and engineering principles associated with the nuclear fuel cycle, radiation detection, or another WMD-related technical area such as nuclear engineering, chemical engineering, chemistry, biology and/or physics
  • Knowledge of international nonproliferation, export control, and/or nuclear safeguards policies and regimes.
  • Knowledge of nuclear safeguards and security regulations, policies, and procedures (such as: Atomic Energy Act of 1954, as amended; Executive Orders; Presidential Decision Directives (PDD); Code of Federal Regulations (CFR); DOE Safeguards and Security Directives).
  • Stay updated on changes on the market, regulations and new operating experience to identify market trends, best practices and/or emerging regulatory issues.

  • Working knowledge of office software programs and systems
