Job Description


Location: Bangladesh
Duration: 4 weeks


Duties and Responsibilities:
  • To operate the barge on board Construction Manager's instructions, within the barge safe capabilities.
  • To represent the company on site to external charterers, subcontractors, and authorities. He must be aware of the barge charter contract.
  • To ensure that the crew men are qualified for their position.
  • To implement the QHSE policies of the Company (including Alcohol / Drug policy)
  • Motivate the crew for the observation of this policies
  • Implement the Company HSE procedures and reporting
  • Follow up HSE officers' duties
  • Supervise periodic emergency drills
  • To implement the marine operation procedures of the Company, and propose improvements as necessary.
  • To be responsible for the security of the vessel.
  • To organize safe and efficient operations with the barge and all personnel on board, both at sea and in port.
  • To ensure management and training of crew
  • To monitor and conduct appraisal on staff as required, at every three months intervals maximum
  • To make recommendations with regard to further training / promotions
  • To maintain discipline amongst the crew in line with the Company's disciplinary procedures
  • To organize watch keeping duties at sea and in port as required, and draw up night orders for marine activities.
  • To delegate duties to appropriately qualified personnel
  • To manage mooring operations:
  • For shallow water standard conditions, designs anchor patterns and issues mooring procedures, then submits them to company head office before dispatching to the client
  • For deep water and/or special mooring conditions, requests assistance to head office
  • Supervises the preparation of mooring lines and pennants, buoys, etc…
  • Organizes a pre job meeting with tug masters, client, positioning surveyors, and deck foremen (and other possible suitable parties) to ensure that everybody has the knowledge of the operations, and to advise the mooring line features; gets the attendees signing the minutes of pre job meeting
  • Manages the maneuvers of the barge, instructs winch operator, deck foreman, and the tugs involved in mooring operations
  • Follows up and files mooring cables condition status
  • To manage lifting operations:
  • Ensures that lifting operations can be carried out in safe conditions
  • Follows up crane and lifting gear certificate updating and proper filing
  • Supervises the preparation of lifting operations
  • organizes a pre job meeting with deck foreman, crane operator, rigger foreman, client as the case may be (and other possible suitable parties) to ensure that everybody has the knowledge of the operations, gets the attendees signing the minutes of pre job meeting
  • To manage vessels/cargo barges berthing alongside:
  • Ensures that berthing of vessels / cargo barges can be carried out in safe conditions before allowing such operations
  • Ensures that the maneuvering capacities of vessels asking to berth are acceptable considering weather/current conditions and ability of the vessel master and vessel condition.

To manage catering on board:
  • Ensures that catering subcontractor's duties are carried out satisfactory
  • Liaise with caterer's campboss on board for day to day matters
  • Supervises performance of daily inspections of the accommodation areas with attention to hygiene and housekeeping
  • To follow up barge certificates update and ensure they are properly filed
  • To record inspections of all SOLAS equipment on board
  • To ensure that the barge is maintained in a seaworthy manner and that all relevant safety regulations are complied with at all times
  • To issue requests for spare parts or external assistance in due time for preventive maintenance.
  • To liaise with the head office with regard to the ship's status and level of stores
  • To control the efficient operation of all communication equipment onboard
  • Testing of all communication equipment prior to sailing
  • Submitting maintenance requests to head office
  • Follow up of maintenance
  • Weekly testing of communication equipment and records thereof
  • Submitting reports of testing / faults in log book
  • To ensure that all logs and information connected to the vessel are updated and filed :
  • Voyage data
  • Weather conditions
  • Activities
  • Crew list and POB
  • Safe keeping of all passports
  • To issue a weekly report of activities to the attention of head office.
